I don't think the Director quite knows what his point is. In the beginning he is content to merely give "stage direction" but by the end of the film, he starts to comment on who these people are and what they are supposedly doing. I think he may have realized that he needed to spice things up a bit, so he adds the extra tid-bits of information. The video would have been more interesting if there was no commentary.
